Is there a best practice to make a collection or database "Not Available"?

Yes. If your institution stops subscribing to a collection and you decide to make the collection Not Avaialble in Alma instead of deleting the collection, its portfolios, and its bibs, it’s also necessary to add an “Active from date” and an “Active until date” in Edit Services. One reason an institution might choose to make a collection Not Available instead of deleting it is if there is an order record attached to the collection. There is a job that runs for all 40 institutions called “Inventory - Electronic Package Activation/Deactivation”. This job is set by Ex Libris, runs every day, and "Sets the availability of electronic collections according to their activation start and end dates.”  If the start and end dates are not entered, then Alma will automatically make the collection Available overnight. In the History tab of the relevant collection, the operator for this action will be identified as SYSTEM because it was re-enabled by this job. Relevant documentation can be found in “Managing Electronic Resources” and  “Scheduled jobs”.
